The recommended reforms by the UGC will be implemented in two stages.
The decision was taken at the inter-regulatory authority meeting organised by the UGC on January 27. The meeting was held to review the effective and timely implementation of the National Education Policy (NEP), 2020.
University Grants Commission (UGC) has proposed a set of new reforms for the accreditation, assessment and ranking of all the Higher Education Institutes (HEIs) in India. As part of new reforms, the Chairman of UGC, M Jagadish Kumar has said that the higher education institutions with facilities for the disabled will be given additional preference during the recognition process.
“Preference will be given in NAAC (National Assessment and Accreditation Council) accreditation criteria to those universities or institutions which have facilities for persons with disabilities as per RCI (Rehabilitation Council of India) guidelines,” said the Chairman.
A total of 13 regulatory authorities of education across various sectors will set up a committee which will issue an advisory to all the present and forthcoming HEIs who are applying for recognition by the UGC. All regulators will review the faculty selection or promotion guidelines of the institutes. To avoid anomalies, the committee will decide if the facilities and other guidelines of the universities align with the UGC regulations for recognition.
Along with this, UGC has also decided to constitute a monitoring committee to resolve the issues related to ‘Deemed-to-be’ and private universities. The recommended reforms by the UGC will be implemented in two stages. The first stage will consist of a Binary Accreditation system. In this, the accredited and non-accredited universities can apply for the recognition. It is an open-to-all platform for the institutes. It will be implemented in the next four months and no new applications will be accepted after the deadline.
The next stage will consist of the Maturity-Based Graded Accreditation. In this, the accredited institutes are encouraged to raise their bar in discipline and quality. It will consist of five levels. Levels 1-4 will accredit the institutes as the Institutions of National Excellence. Level 5 states Institutions of Global Excellence for Multi-Disciplinary Research and Education. It will help the institutions to position themselves in the list of global top institutions. The Maturity-based Graded levels will be implemented by December 2024.
